At What Point Do Hotels Become Condemned?

This one was scary! The smoked-in, yet non-smoking, room we had was filthy to say the least. The large orange goo/burnt spot on the floor next to the bed and the crunchy covers did not encourage us to stay past 7AM the next morning. Upon check-in, my wife waited in the car to hold a parking spot with the doors locked and slinked down in the seat.
